No shorts allowed

So I walk up to a building and I see this sign by the front door:


 Then I go into a unit in the building and I see this taped in the kitchen:

Other than the funny English, I am puzzled by the contradiction between the two signs. Are shorts allowed or not?

    Short term rentals are not allowed. Your host decided to risk the fine and possible eviction of the guests. He/she lets on short term basis anyway.

    Thank you for your comment Rayuelo, I am posting as a Realtor and not as a short term tenant. The owner leased the unit to another Realtor and she is doing short term without disclosing it to the owner. What do you suggest we could do?
